    Tethering framework can only support IPv6 if upstream network is Mobile Data.
    Tethering framework does NOT support IPv6 if downstream network is bluetooth.
    If there are multiple downstream networks active, then only the FIRST active downstream network can support IPv6. For example, if user first enables Wi-Fi Hotspot then enables USB tethering, then only Wi-Fi Hotspot can support IPv6.
    Tethering framework does NOT support DHCPv6, only support SLAAC. It means tethering framework will assign the IPv6 network prefix obtained from Mobile Data upstream network to the first active downstream network using ICMPv6 Router Advertisement broadcast.

    Tethering framework不支持DHCPv6，只支持SLAAC的地址配置方式。Tethering framework会把从Mobile Data网络拿到的IPv6前缀通过ICMPv6的Router Advertisement广播发给第一个开启的downstream网络。
